HP laptop screen dirty

I have an HP R3440 laptop with a screen that is impossible to clean. I have tried to wipe it off, but it doesn't come off. it seems like someone sprayed adhesive dust onto the screen, but the only sticky part is the part that is next to the screen. How do I get this crud off?

I like using a product called Monster it cleans really well with no streaks or anything, and removes sumdges and dust very well, I use it on my laptop.

Ive heard of other things if you dont want to buy something, a 50% solution of isopropyl (rubbing alcohol) but Ive never tried that, its just something Ive heard.
