What kind of motherboard and CPU are you using?
That opening with the sleeve is for the P4 processors and you really don't need to put a fan in there if you're using a P4...after you mount the motherboard, CPU and heatsink into the case you adjust that sleeve so that it reaches the CPU heatsink fan. The sleeve helps to bring cool air in directly to the CPU heatsink fan to help cool the CPU.
If you do want to put a fan there make sure you set it up as a intake fan so that it blows cool air into the case. It's probably a 80mm fan opening.

That "sleeve" with the funnel-looking end on it that attaches to the side panel of your case is just a tube to allow your cpu fan to draw air directly from outside rather than thru the front of the case. No need to add any fan to the duct. Doing so will cause turbulence and disrupt proper case airflow. Just extend the tube so it is close to but not touching the cpu fan.
