I want to install two sound cards in a computer so that one program will use the on-board sound card and another program will use the second card, both programs will be running at the same time.
search did not locate anything and I am having a brain fart.

Both programs should essentially use the same sound card together. As far as I know, two sound cards wont work as my windows only lets one select one sound card. This being said, one program like WMP will play audio through the sound card while another application like a video game will play its effects at the same time through the same sound card and both will be projected from the speakers.

I use two for recording stuff (one for input, one for output). Though, I use them in the same program. I imagine you jest set one progam to use one card and the other program to use the other card. What programs are you using?

It will work, but not easily and not on a freeware/shareware level.
Professional cards are more than capable using ASIO drivers, but standard Windows drivers (at least to my knowledge and previous experience) won't allow one program to use one card, and another program to use a second card.
There is one catch to this - there's a media program from J.River that is capable of producing seperate audio feeds to two (or more) different audio drivers. I don't know if that will fit your need, but you can find out more here: http://www.jrmediacenter.com/

ok:
what I am doing is using two com ports for two seperate devices, two sound cards for two seperate devices.
each card is using line in and a line out connection, and two programs, one program is for radio teletype software and all working good.
I want to have a second program runnin for packet radio transmissions.
I suppose I will need to run two seperate computers to do this then.
the sound cards are emulating a tnc device

Unless those two programs run ASIO sound drivers, then yes, you'll need two computers.
