Well i installed all the driver and restarted, then disabled the integrrated now whatl;
Using the onboard video, go into the bios settings, set display to PCI first, save and exit, shut down. Install the card, connect the monitor to it, start it up. If you get no display, the card is bad, or you don't have it seated in the slot right, or the slot is bad. Once you get it into Windows, then install the drivers.
There is a possibility the power supply is not strong enough to run that card. Dell 2400's were NOT designed for video card upgrades, they are NOT sold as gaming-capable computers.

where in the bios do u see display i cant find it.
If you've done that many upgrades you might as well do it right and get a new motherboard that has a proper video card slot - like an Asus P4P800-VM or something similar. Then you can get an AGP card.
Look through all the bios options - there should be something in there for a video option to display AGP or PCI first - you want PCI because the integrated graphics are AGP - or it may have onboard/PCI as a selection - just keep looking.
