What I would do it shim the bottom side of the door pushing it OVER (not up) in the opposite direction of the side it's tight. This should pull the top down a bit. Another problem might be the framing for the door might not be square if that the case you might just have to find a happy medium to where the door sits.

you will also need to make sure the hinge side is level and square with the sill... thats where most of the problem stems from....I always make sure the hinge side is square and level then put the level away and use the door itself as a guide to fitment and place ment....

Tightening the top hinge too tight will pull the door up.... also tightening the bottom hinge to tight will pull the door down....a combo of the 2 will warp the opening.... so dont over tighten...snug then adjust....

I had a similar problem with my office door at work. Our maintainance guy is a retired carpenter. He fixed the problem in two minutes by shimming behind one of the hinges with a matchbook cover. He said it was an old carpenter's trick that they called kicking a door. The skill is in knowing where to put the shim; apparently you can stick it behind the upper or lower hinge on either the jam side or the door side depending on where the door is sticking.
