Oblivion mod help

I have already added a few mods to my game, nothing i would call cheating just balancing things out. Like lighter arrows. I want this mod that adds elven looking sabers, not the big bulky thing they call elven now to the game. But i can't download it from fileplanet. I have an account but i just keep getting the run around of pop ups and dead ends. Can somebody help me with this.

i put it into the data file but it does not show up on the list.

what can i use to view it? And the convert it to what i need. Or just plain out, how do i get this one to work.
