Ok, new build problems

Ok, thanks for the help previously guys, it was the power supply. The computer ran fine, and I entered the BIOS and set it to CD-ROM for the first boot device. The computer will then go to a screen where it will say press TAB for POST or DEL for the BIOS. In about 3 seconds, whether I press a button or not, it will lock up and restart. Repeatedly. I then cleared the CMOS, and it ran fine, and I changed only the date this time and it restarted every 5 seconds again. Any suggestions on what the problem could be?
Again the PC specs are:

MSI KSN Neo V2.0

Ati Radeon 9250 256MB AGP 8X

1 gig SDRAM

160GB SATA HDD

DVD-ROM Drive

How many sticks of ram have you got installed? what happens if you have the OS install disk in the CD drawer?

I've got 2 sticks of RAM in right now. Just before this, I reset the CMOS again and ran the OS software, it was setting up the HDD and it reset halfway through. Not sure what the problem is.

Remove one of the sticks preferably the one in slot two and try again.

That didn't work. I mean, once I clear the CMOS and run it once and don't alter it, it'll go straight to the desktop. It installed windows. When I inserted the CD to install my graphic card drivers and reset it, it went into the restart loop at the main menu. I even reset the CMOS and then I just went into BIOS, didn't change anything, and it went into the reset loop. Any ideas on what the problem could be? This is getting annoying.

Why do you keep resetting the BIOS via the CMOS jumper? once it is set just leave it alone any changes it will automatically recognize and store them, is Windows installed now?

I keep resetting the BIOS because it gets stuck in that loop if I don't do so otherwise. Windows is installed, the computer is on and I won't restart it for now. It might restart on it's own randomly, that happened once before. I just installed Oblivion on it and it's still running.

Is all the ram recognized now? how is it running? stable or any freezing up?
Have you installed the motherboard drivers?

I've installed the drivers and everything is stable. I haven't turned it off yet and it hasn't restarted on it's own yet. I'm not sure what's going to happen when I eventually turn it off lol. I've installed sound drivers, about 5 games, and it's running ok.

Go to control panel and click on the system icon, does it show the full amount of ram that you have installed? click hardware>device manager do you have any yellow triangles in your list of hardware devices?

Yes, it shows full amount of RAM installed. There are no yellow triangles on any device. If this is any help, I was playing EQ and left it on the character select screen. I came back 3 hours later and it was on the reset loop.

From your first post I take it you changed the original power supply, what did you replace it with?

I switched it from a Ultra 500W psu to a CompUSA 400W psu, since it had pretty decent reviews and was the only one there.

I don't know anything about CompUSA's own brand but I would definately consider changing it for a known good unit.
