Are you trying to install Win95 on an AMD 350+ processor?

I've seen this error many times.
Win95? See this:

Win98? This should work. Locate smartdrv.exe then right click on it and click rename and rename it to smartdrv.old. It can always be renamed back if you find you ever need it but you probably never will. If you can't access normal mode you can do it from safe mode. Keep pressing the F8 key at startup and choose safe mode from the menu that appears. After renaming the file just restart to get back to normal mode.
