I put a new FX 5500 in my old computer and I cannot get windows to boot up now. It will only boot up in safe mode. It shows the windows logo and then goes black. It has an onboard graphics and I put the card in to get TV out. Do I have to disable the onboard graphics? Specs are 1.7 ghz, WD 20g hd, Nvidia FX 5500, MSI motherboard (old), 250 watt ps Windows XP. Any suggestions? Also its a PCI card.

Did you uninstall the drivers for the on board graphics ?

You probably need to remove the on-board video drivers. And double check in the BIOS to see if there is a disable on-board video option.
PCI video cards will not disable the onboard graphics, and you usually cannot disable them manually either. All you can do is reduce the amount of shared memory to the minimum and uninstall drivers/disable it in device manager.
You can use a PCI card along with onboard graphics for dual displays.
I'd be a bit leery of only a 250 watt power supply with a video card these days.
