Can you right click on the task bar and get task manager to come up?
Also, try click on start->run and type: msconfig -> Does it come up?

You're infected with a virus/trojan. I've seen it once on a customer machine but I don't remember the name of the pest. Try booting to Safe Mode and run an online scan at Trendmicro's Housecall. Also run a Malware scan at Ewido.net.
i have read that it is the sasser worm that can cause that.
