Help please, new build not going well

I am very new at this. My specs are as follows

Intel 6400 conroe
evga nvidia 7950
asus p5b-e mobo
corsair xms2 ddr2 800 2gb
antec sonata 2
seagate barracuda 320 gb
liteon dvd burner
liteon dvd rom

I put everything together and turned computer on a got to BIOS. I was testing my USB ports and noticed the computer shut itself off. I tried turning it back on and get
"cpu voltage error" and "cpu over temparature error" and shuts off.

If I let it sit for a minute and try to start it gives me this:
"reboot and select proper boot device or insert boot device media and press any key"
then shuts off. Please help!!!

Power supply is antec 550 Watt truepower 2.0. Forgot to mention that

I was mistaken. When I get this message:

"reboot and select proper boot device or insert boot device media and press any key"

I can press "delete" and get to BIOS. But computer shuts down after approx a minute.

Is the motherboard in or out of the case right now? Try getting POST with the motherboard out of the case and let us know what happens.

You may be looking at a defective motherboard.

Well perhaps if your PC turns itself off then your HSF is not installed properly, causing the CPU to overheat.

I reinstalled heatsink out of case and hooked everything but optical drives, firewire and audio up. First time I got into BIOS for a good two minutes before it shut down. Second time I got "cpu voltage error"

I'm gonna say bad motherboard than as well, but first reset the CMOS jumper on the motherboard (refer to manual).

I moved CMOS jumper and it would not power up at all. When I moved the jumper back, it came on without me touching anything else. Is that normal? Also, when I moved CMOS jumper back, I got into BIOS, but got an "overclocking failure" message. It also let me mess around in BIOS until I tried to set the system time. When I tried to set system time, it froze for approx. a minute and shut down. Does all this help the diagnosis at all?

Also, how hard is it to return things to Newegg... do they take back defective merchendise pretty easily or are they a pain about it?

And if I have to return it, do I need to do anything with the thermal paste all over the CPU and heatsink?

OK, went to the store and got a new motherboard. I got the Gigabyte GA965P instead of Asus and put everything back together. And it worked! I installed windows and started installing drivers. I got my mouse drivers in (Logitech G7) and my video card drivers in. I began to install my motherboard drivers and the computer shut down. Now windows starts up, but the mouse and keyboard now do not work, so I can't get past the initial account screen (you know the screen where it lists all the people in the household who use the computer) in windows. I was going to try and erase the hard drive and reinstall windows, but I can't figure out how to do that in BIOS. If I can avoid erasing the hard drive and starting over I would rather do that, but if not oh well. Any help would be greatly appreciated.

Is the motherboard in or out of the case right now?

You may want to think about replacing the power supply. Although Antec is a good brand they've had their share of problems in the past. If you have another compatible power supply, swap it in to test with.
