PC doesnt turn on sometimes

I made this computer in the summer of 2005, it was works good but starting it is sometimes trouble. When the computer is off theres this constant low beep coming from the computer, and to start it i always have to turn off the power supply and wait till the beep goes away, then i turn it on and press the on button about 2 times.

Also sometimes when i start my comp it shut off it self after like 5 mins, and sometimes the computer turns on but nothing comes on the screen and the mouse and the keyboard arent on.

The Xclio power supplies let out a small 'whining' sound, so that is what you are most likely hearing. I think you have a bad PSU.

ok ill try a new psu but wat about the screen that comes up after it starts

Do you have a floppy drive?

If Windows loads after there is nothing wrong with seeing that screen.

Disable the floppy controller in the bios if you don't have a floppy drive.
