Whats the trick to cutting cable sleeving so that it doesn't fray? Just cutting with scissors is useless!

i just use scissors to remove the outside sleeve and have never had a problem when wiring cat 5 cable

To clarify.... I'm referencing the colored messed sleeving that is put over (usually more than one) wires to dress them up and organize the interior of the case (wire management).

I believe the most effective method would be carefully cutting it with scissors. You could use a handyman's knife but you'd really want to be careful.

Use heatshrink as Alaron suggested. In addition, to prevent the sleeving from propagating too far when sleeving a very thick bundle, QUICKLY go over the freshly cut edge with a flame. Since you'll need a flame or heat source for the heatshring, it should already be handy.
