Seing random blocky images in games.

I have done everything possible, so please don't recomend anything hardware related, as I have already delt with everything possible, but I think it may directX related but I'm not sure.

In all of my games I seem to have some random blocks just whenever really, but my system is also running the games sluggishly, and I wonder how I am suppossed to fix the problem. Call of Duty 2 runs awful in DirectX 9c, but when it's running in DirectX7, I can have everything on high, and the game runs smooth, which leads me to believe there is something wrong with my DirectX 9. I have already reinstalled DirectX a few times, and nothing has happened, and in the directX diagnostic, there are no problems. Any ides, and here are a few pictures of the visula problems I'm experiencing in Counter Strike Source:

Is the video card overclocked? Have you cleaned the dust out of your system lately? Is the vid card fan clean AND working properly? Have you tried running with the side off the case? I know you say it's "not hardware related", but it looks like artifacting to me, which is generally related to heat. I believe that DX9 might also generate more heat due to additional rendering being done, so I would look at the heat issue first. I would also try uninstalling the video drivers, rebooting into safe mode and running Driver Cleaner Pro, then reboot and reinstall the video drivers. Finally, I might question the quality of the PSU being used. I have not heard of Powermaster, and if it's truly an ATX versus an ATX 2.0 version, that could be part of your problem as well. Your hardware is designed for a 2.0 version PSU, not an older ATX version. JMO.

The power master is in my other computer and that one runs perfectly fine with my 7800gt f.y.i., but the computer I'm having the problem with has a 6600gt form Nvidia and a power supply that a friend gave me because he was no longer using it but it worked fine for him in his system that was using a 6800gt. But Powermaster is reliable and don't worry about it if you ever use one. But I will try uninstalling all my drivers and then reinstalling as you suggest.
