Looking for a media program to play .dvr

Looking for a free software program that does two things (among others):

Plays a .dvr file
Able to convert the .dvr to a more friendly "windows media player" file and able to still fit on a CD.

Are we talking protected files here ?

I'm not sure if they are protected or not to be honest with you. I think they are unprotected because they are 2 short clips of some surveilance footage, I'm not doing anything with a full length movie.

Looks like thats what I need, but now that I have it, I can't seem to figure out how to use it. Is this program something that is embedded into Windows Media Player once installed. Maybe under a plug-in?

I read the readme and it doesn't say how to use it.

Did you download and install the mpeg2decoder from
http://www.deskshare.com/download/mpeg2decoder.exe ?
Does your system meet the requirements listed?
If they are protected you cannot view them. Actually, as long as the DVR-MS files are not protected, and you have a fully updated version of Windows XP and a DVD codec; Windows Media Player should play the files. Do you have any trouble playing DVDs?

I don't know if they are protected or not. How do you tell? My system does meet the requirements, I'm up to date and I did download and install the decoder, but Im a little unclear on if it decodes it automatically THRU WMP or is it a separate program I need to run first with the file.

The specific message I get when trying to play the file is :

Windows Media Player cannot play the file. The player might not support the file type or might not support the codec that was used to compress the file.

Thanks for the help so far, I really need to get his played and then converted onto CD so it can be viewed easily with none of the problems Im going through.
