I am building a new computer for my mother. this is the first time i have ever did this by my self. this computer is of course going to be for home use only, and it is going to be a gaming computer for a game called (world of warcraft). So if you could please tell me if this hardware is correct. And also i'm on a short budget, so if you could please tell me were i could get cheaper parts it would be nice. here are the list of parts:

I would get a modern socket L775 motherboard that has PCI-E 16 video card slot. http://www.newegg.com/Product/Product.asp?Item=N82E16813131046 or go to a P5B.
CPU: up it to a 9xx series.
Don't want to use the PSU that comes with the case-cheap junk.
First thing you need to do is close the browser window that says "Tiger Direct". Then give us a hard budget number for the case and internal contents. Figure peripherals and operating system separately and do not include those in the $$$ figure you give us. With the parts quality you are choosing, you can buy a Dell or emachine cheaper that's gonna work better and be more reliable.

I personally do not like E machine, or dell. and plus, im just learning to build a computer, im not some flippin no it all that whants to build a epic computer. And i might break or misinstall someparts and break them, so im not going to buy something expensive. But thankyou for your time

Okay....I'm going to add up what you have there and suggest parts from a QUALITY vendor at the SAME total cost that will make a GOOD computer. Those parts you have there are potential trouble. You totally misunderstood me and I apologize if I didn't express myself properly. I'm not suggesting you buy a Dell or an eMachine, I merely said that your parts and vendor choice leave a lot to be desired. I get $564 - how about an even 600 bucks shipped? Let's see how close we can get - from Newegg.
Okay - case. That's something you have to choose that's going to look good. I have no problem with that Xion case, but the included power supply is total junk. To get a case that looks like that and a decent power supply is going to be pushing $100. Xion has a similar case without a power supply that is 25 bucks after rebate ($16 shipping - did you calculate shipping at Tiger?) and a XClio 450BL power supply is $38 and $8.50 shipping. You do not need any extra cooling fans, all they do is make noise. The case comes with 2 already.

Next step - motherboard. MachSpeed is very low quality. It's made by PC Chips (the worst OEM out there), that one has a Via chipset (does not work well with Intel processors) and is old AGP technology. Let's find you a nice entry level Asus motherboard for an Intel processor. P5L-MX.

Processor - let's hold off and see what kind of money is left. I have a couple ideas.
Hard drive - you chose an old IDE drive - let's do it right and get SATA. 5 bucks less, free shipping - same size and brand and twice the cache.

That's $472.50. NOW...if you can squeeze $187 more, you can get a Core 2 Duo E6300. The motherbosrd is compatible. Otherwise, $127 will get you a Pentium-D 925, same speed as the 830 but a newer cooler running core. Both these are retail boxed with Intel heatsink/fans and a 3 year warranty, not OEM with a crappy aftermarket fan.

For the same price as Tiger wants for substandard quality parts - half of which are old discontinued technology, here's a nice current system with quality parts. I'm not saying that everything Tiger sells is junk, but what isn't is more expensive than elsewhere. They spend their money on creative ad writers who can make a turd smell like a rose. Compare their ratings at resellerratings.com to Newegg, that tells a story.
