Hey everyone, I just built a computer for the first time.
The Specifications are:

AMD 3800+ Processor
Gigabyte Motherboard - GA-M55plus-S3G
Western Digital 250 GB SATA Hard Drive
550W Power Supply
Sony NEC Optiarc inc. DVD/CD Rewritable Drive

I put all the part together with the case and I connected everything. The power supply powers up and all the fans and hard drive work. But when i try to open the DVD drive it does not open. I tried fooling around with the cables to see if they work. I discovered that when I removed the IDE cable from the CD drive that it works with just the power cord in, but when the IDE cable and the power cable are in it the drive will not open. I thought there was a problem with the drive itself but so i returned it for a new one and the same thing happened. The drive is set on cable select but i tried it on the master setting. It is the only DVD drive I have and since it will not work I cannot upload Windows XP to the system. Can someone help me with this?

Is the cable securely plugged into the motherboard? Try a different cable.

How about trying a different ribbon cable

the cable is securely plugged in and the ribbon cable is brand new so i dont think it is that and i don't have any other ribbon cables to test it out with.

Is the drive seen in the BIOS when you boot up the machine?

If you have more than one IDE connector on the motherboard, try them all.

i tried both of the connectors on the motherboard and the same thing happened for both

the computer doesn't have a BIOS because I need the CD drive to upload the BIOS

All pc's have a bios. When the computer first starts up look for a message that says something to the effect "Press F$ for setup". It may be F1 or some other F-key or even the delete key.

try a different brand of dvd drive, not all drive are compatible with all MBs.
cheaper ones sometimes works better than the more expensive ones.

A computer won't even start without a bios.
