Compatible, yes. Can you do much better? Big yes.

Are completely wedded to AMD? The Intel Core 2 Duo chips outperform everything from AMD right now. We recommend a setup with an Asus P5B motherboard, E6300 CPU and 1GB Corsair VS DDR2-667.

If you want to stick with AMD, switch to an Asus board. ECS has a bad reputation.

Do you plan on any gaming? If so, the X550 won't cut it. Go with a Geforce 7600.

Finally, skip the sound card for now. Use the motherboard's onboard sound and upgrade later.

Hope you have some wiggle room in your budget. Some of the parts in your list are pretty low end stuff.
Mobo: look to Asus
PSU: Haven't heard of Rexus(made by Fore Point Industrial)
Ram: PQI is pretty genaric stuff
Depending on your budget and the intended use of the PC(gaming/basic office/3D/A/V work) probably come up with better parts.

With that kind of money, you can go with a higher end Core 2 Duo system that will beat that AMD setup by a longshot.

Look at the E6600 processor, an Asus P5B-E or P5B Deluxe motherboard, 2GB of Corsair ValueSelect DDR2-667 memory (XMS2 if you're overclocking - CAS5), a Seagate 7200.10 hard drive, a high quality power supply, and a GeForce 7600GT video card to hold you over until DX10.

You're still missing an optical drive (I'd recommend a Lite-on SATA Retail DVD-RW), and an operating system.
