Hi,
Ive had speakers do this twice to me before, the first time it was a bad connection so unless your sure about your connections I would check them. The second time this happened was because in fact burnt or (blown). So one of those to things could be your problem. Does this happen at high volume or low volume?

I had the Zee zee Zee too when i installed my speakers
i found the reason was i had my system sound too high and my speaker volume too low
try bringing the system sound down in ( volume control )
and play with the speakers volume and try and balance them out
play with it and the hiss will go away
what are u doing when the sound changes, playing video games, watching movies , just all the time
if its happens with mp3 then its normal not all mp3s are created equal they all have different volumes

Make SURE it isn't your connections.
The last time a friend brought me a PC serviced from best buy shop while I was busy fixing another PC, the problem was that it didn't have any sound coming from the PC but MIDIS, so because I was busy I just try basic things like turning up the volume from the speaker icon and the programs playing music and making sure nothing was in MUTE. He took it back to best buy and they just puggled the speakers in the right place.
For the #1 is there any remote control which somebody is playing jokes to you? If not, unplug those spakers from the PC and try them with a CD Player or MP3 player and see if the problem stills, if it does it's the speakers.
