I have found a cheap copy of Windows Vista Premium online in the uk. But it is the OEM version and says its for "System Builders" only. What is the difference? I did indeed build my own system but really don't know the difference between OEM and regular versions.
OEM comes with no printed documentation or help from Microsoft and cannot be moved from computer to computer. You can upgrade components though.

Does that mean after installing it for the first time I cannot reinstall it on the same system again? say, after a malfunction or to format the HDD?

You can reinstall it to the same system, you just can't move it to a different system.
It keys itself to the motherboard. To upgrade the motherboard you will have to beg permission from Microsoft.

I think the "Sytem Builders" copy requires you to sign up and download additional files from:

You can reinstall and activate it as many times as you wish. As long as its on the same machine.

Ezy, the OPK is not required. It's offered to assist system builders.
