Any suggestions regarding programs that will allow you to place photos on top of the current desktop background? So far the only option I have discovered is the yahoo widget picture frame.

Just right-click the picture and select set as Desktop background

place photos on top of the current desktop background

Might try Desktop properties->Desktop tab->Customize button->Web tab

This will allow you to place pics from web sites onto of your background.
