Recently, i recieved a Dell Optiplex GX240 without a hard drive. after obtaining a 40 gig drive, i installed it along with a DVD-ROM drive and a CD Burner. i also installed a 128 meg ATI graphics card (not sure about the specific model). when i plug in the power cable, the power supply and CPU fans make maybe a quarter turn, and then stop, and the power light on the front of my case flashes yellow. the computer refuses to turn on at this point. i've checked and rechecked all of the cable connections and the little voltage switch on the power supply, so i know it's not those. do i have to get a new power supply or is the problem elsewere?

Try starting without all the new stuff you added and use on-board video if it has it. Make sure that there is ram in the unit. It sounds like that system had been stripped before you got it and maybe due to it not working. That vintage of Optiplex, I have had several where the PSU just quit working. There should be a set of 4 LEDs on the back that should be all green. A combo of on and off LEDs is an error code to a possible problem area.
