I recently built a new computer using:
Seagate 400gb SATA HD model ST3400633 AS-RK
Wintech WIN-400PS Pentium 4 400w PSU
Gigabyte 915p GA-8191P Duo Intel 915P Chipset Motherboard
2 - MDGVD6G314X1081EOK DDR400(3) 1GX16
Intel Pentium 4 Processor 630+ 3 GHz 800 MHz FSB 2MB L2 Cache
e-GeForce 6800 Graphics Card

When units did bootup I have updated the BIOS and RAID drivers per Gigabyte's Ez update tool. I then turn the unit off, waited 1 minute, and turned the unit back on. It came on 2 consective times. Then it would not boot up again. This is the problem that I have had with this system since day one. I have updated the BIOS on it before and it booted up fine.

Hear is the problem:
I can turn the power on and sometimes the unit will power up and run fine, other times it will not power up. I have tried:

Removing everything from the unit
Installing only 1 piece at a time then trying to power up
Ensuring everything is seated properly
Ensuring all connections are correct per manufactors instructions
Tried switching the reset button connector with the power on button
Tried shorting out the power on pins
Tried switching the power connectors around to different parts as appropriate
Removing 1 memory card and only leaving 1

Sometimes this process works and sometimes it doesn't. I have tried 3 different motherboards, all from Gigabyte and all 3 do the same thing.

The only thing left is to replace the power supply.

Any other ideas?

Sounds like a PSU issue to me.

I think WinTech (or Win) is a cheap low quality power supply brand (see this thread (http://forum.pcmech.com/showthread.php?t=131195)) and you may want to replace it with something better. Cheap low quality power supplies can cause all sorts of weird problems.

Swap the PSU out and see if that fixes your problem.
