What are your system specifications?
Do you have the main 24-pin power supply connector and the 4-pin (or 8-pin) ATX12V connector connected to the motherboard?
Try shorting the two power button pins on the motherboard with a screw driver to see if it powers on.
Do you have brass standoffs between the motherboard and the case? Double check and make sure nothing is shorting out the motherboard such as loose screws.
Is the power supply a ATX 2.x one? Check the back and make sure it is set to 115v also.
