I have been having this problem with Security Center. It is always diabled on startup, without a clear cut reason. It started some time after I installed Norton AV 2007. And if I want ot avoid a pop-up screen from my ISP whenever I dial up, I have to manually start it after each startup.

I have checked the registry and everything looks fine. I have made sure it says automatic under the services window. I have no viruses or malware (I did a spyware check already and did a virus scan last week).

What is going on, as I have been putting it off for a couple of months? Is there a way to run a script on startup to avoid this problem?

system specs (all are currently updated)
WinXP pro SP2 (a pain to download over dial up)
Norton AV 2007
Webroot Spy Sweeper and Spybot
Windows firewall

Most folks want it turned off as they don't like the reminders. Try this:

To turn on Security Center alerts -- The Security Center checks the security settings of your computer and alerts you when there is an action you can take to enhance the security of your computer. To turn on these alerts:

1) Open the Security Center. To open the Security Center, click Start, click Control Panel, and then click Security Center.

2) Click Change the way Security Center alerts me.

3) Check the check boxes beside the items for which you want to receive alerts, and then click OK.

The problem was an option I had unchecked in Norton AV. Once I put that option back on everything worked fine after a couple of restarts making sure everything was set to load on Windows start.
