need help setting up bios or somthing like that.

ok so i got every thing in the case and it seems to be working fine exept i have no clue how to sett up the bois or drivers. I turn on trhe pc and put in the cd that came with the mother board but the same things keep happening over and over again it just goes to this sreen that ask you if you want to start windows in safe,normal and some other modes, when ever i select one it restarts. So can you tell me how to set up the drivers or bios ?
