I went to elance and placed a project. I received a lot of replies.

Of course, a web design depending on the complexity and the content.
How does a customer know who to choice?

ask them to show you some sites they have designed and see who you think makes best quality or research them and find reviews

It can depend on what you are looking for. If you only want a 'look' on static pages or if you want a 'look' incorporated into a dynamic site design. Some designers can only give you a look. If you need the site developed look make sure that you are looking for someone to do that as well. Looking at sites that they have done can help. Giving the designer somewhat of a concept for your site can be good too.

if you are looking for a professional studio or something ask for client list and a couple of references.

as in a design house, not a lone freelancer. but even if it is a freelancer which would probably be more cost effective, he/she should be able to provide references to see if he/she was able to do things on time/budget, etc.
