hey i bought a dell c521 pc. i also bought a pci-e 1x tv tuner card. i though it would be a breeeze to install a simple tv tuner card but the only problem is the dell motherboard doesnt seem to power up the tuner card due to unknown reason. i updated the latest bios and lastest nforce 430 chipset but still no luck..... i have tested the card on a dell e521, no problem there. any help would be appreciated... spec below:

amd x2 3800
1gb ram
300 gb hardrive
1300x radeon

i also check the bios before the pc boot and under pci tab, only the vga card are active but not the pci-e 1x slot(where the tuner card are.)

tuner card are // avermedia combo pci-e

Did you disable the onboard video adapter, and enable the PCI-e x1 slot in BIOS?
If so, then remove the 1300x video card from Device Manager, and uninstall its software from "Add/Remove Programs".

dell bios doesnt have any option to enable pci-e 1x , only the option to disable onboard video.

OK, did you disable the onboard video, and do the other things in my 1st post?
