Yo, I was wondering what is a good way to rip CD's into .ogg format, or maybe convert mp3's into oggs.
i'm pretty sure that you would need some 3rd party audio converter
No kidding, RazR - can you suggest one?

A 5 second Google search found this:
http://www.vorbis.com/setup_windows/
Check out the Encoding section - that's what you want.

CDex (http://cdexos.sourceforge.net/) can rip to .ogg compression. Converting mp3 to opp would be pointless - going from one compressed format to another will not give you better quality no matter how much better one format is over another (and that's up for debate anyway).
