we're kind of on a 500 budget.
the computer is mostly used for programming,
i know he doesnt need a core 2 duo so i think that dual core would suffice.

I'd go core 2 duo, Pentium Ds were hot and slow.
Rosewill is not a power supply you can rely on, check the recommended list for the better ones :

Is that Kingston ram recommended for that motherboard.
You can save yourself a lot of grief by downloading the manual and only using the memory they recommend.
Also, what operating system?
If you're going to use Vista then 2 GB is a must ( and if your dad plays the occasional game it's still a good idea).
You say it's going to be used mostly for program work but, as pointed out before, if your dad likes a game now and then get as much video card as the budget allows.

The motherboard you've chosen is compatible with either processor.
Not that 430 watt power supply.
I know Cooler Master is on the approved list but you've chosen to go with a video card with 512mb of ram.

Other than that most people recommend LiteOn here instead of Samsung.

Edit: If your interested in 2GB of ram (making his new PC more future proof) the Corsair Value Select ram would give you no problems and is compatible.

No problem. If your dad isn't going to be going into running lots of different things at once a Pentium 4 would do it, it's really how future proof and how much you want to stick to your budget. I'm still running a 2.6GHz P4 and i'm a pretty hardcore gamer and I have no problem with it.
