I currently have my own site and i made a banner it fits my 19' widescreen screen perfectly (as i edited it to fit) however this doesnt fit on everyone esle's p.c it shows up as small with black adges around where it hasnt fit the right spot on the template

Should see a black edges or the banner really small, is there any way of changing this so it shows up as regular size for everyone.

You could make the background color of the cell containing the logo white. Or fix the width the main area so that it remains constant no matter what resolution or window size the user is using...

If you're using a CMS of some sort, you'll probably have to find the appropriate theme file and edit it.

I want to do the secound option you suggested but i do not know how to go about it do you recon it would be in the "theme.php" what exactly of the code am i looking for?

I'm not familiar with that CMS...you might search on their website/forums to see if there's a theme editing tutorial or reference. That's probably the right file...I usually just start changing things and see what happens, but hopefully they've got some reference material for that particular CMS.

Right I'm running a Wordpress setup...but I believe it was PHPNuke before.

Yeah wordpress is a nice CMS, E107 is very similar apart from its structure is slightly nuke looking but more clean and secure as, as for nuke i have had every problem you could possibly have very disapointed with it the patches are useless and they never seem to fix the common bugs.

Anyway back to topic i fixed the background on the header it should now show up as white, i found it in the "style.css"

I have been asking for support on the CMS website (e107.org) and one of the people suggested that i find a code or write it that determines what resolution the guest or members resolution is at and make several different logos to show the correct one.

What i just cant understand is that loads of other webstes do no stuggle from this problem for example (totalbf2.com) there banner is completely centered and actually part of the whole template its not lose in anyway and fits into the table structure perfectly however when you view it at a lower or higher resolution the banner does not change, its just the outside of the template such as background colour (merky green) it looks nice and does not distorte the banner in anyway.

I have no clue how to write the code i was just wondering if you had any knowledge of tracking there resolution down etc. or any way to fix this problem.
