So I am using SBC DSL the 3mb/s package. Everything that I download will be capped at ~200mb/s. Is there something that keeps it from exceeding 200mb/s?

Wow! 200 mb/s? So you're getting 60x more speed than advertised! I think you really meant 200 K/s, or more correctly, 200 KB/s. In formal abbreviations, B = bytes and b = bits. There are 8 bits in a byte, so 3 Mb/s or 3000 Kb/s is actually only a max of 375 KB/s, reasonably close to what you're getting.

The 3mb package should get you 320 kb/sec downloads. If you are only getting 200, your line may not be able to handle full speed, call AT&T support to get a line check.

But yes, your speed is capped at the telco switch. It's called provisioning. It will not allow your modem to sync any higher than the provisioned speed.
