I've done an out of the case trial with:
Gigabyte GA-M61P-S3
http://www.newegg.com/Product/Product.aspx?Item=N82E16813128034 (Motherboard)
G.Skill PC6400 (2x 1GB)
http://www.newegg.com/Product/Product.aspx?Item=N82E16820231098 (RAM)
(AMD 5000+ Black)
http://www.newegg.com/Product/Product.aspx?Item=N82E16819103194 (CPU)

The problem is that it doesn't POST; I don't even get any beep codes. The the components are getting power because I can hear the hard drives and fans powering up. Am I correct in assuming that the motherboard is DOA?

Do you have a heatsink installed?

If so, have you tried just using just one stick of ram, and then try with just the other stick?

Yep, I've done both of those. I even tried using my old PC5300 RAM from my other system that I know is good.

Have you tried using just the onboard video.

Yeah I have. In both cases I get no display at all, just a black screen. I've made sure the HSF is on nice and tight also.

Next step is to try substituting parts.

If not the ram, or the video card, I would next try a different power supply.

If that still doesn't work, then try a different mb.

I've already tried different RAM. The two things I can't substiture (since I have no subs) are the PSU and MB. I would hope that the PSU is still good because it worked perfectly fine yesterday, but I know that PSUs can be a little flakey. As for the MB I think that it's the part that's DOA.
