Which of these two almost identical monitors is better?

I agree. Neither are really all that good for that price. Try an LG or Samsung instead.

19v seemed to has good stand, well I just that stand more.

I wouldn't recommend either one - the manufacturer is out of business and there is NO warranty or support.
