I'm have trouble with my parent's laptop connecting to the internet. It's connected to a router, displays that it connects to the internet, sends and receives packets, but can't surf the web.
Also when I do an ftp 127.0.0.1 in cmd it returns an Error with unknown number.

First thing I would do is restart the router, with the laptop powered on and or the Ethernet cable plugged in, unplug the routers power for about a minute then plug it back in. Are you trying to connect by wired or wireless? If wireless security is enabled you need to enter a passphrase or key.

It's a wired router. I've restarted the router multiple times and the problem persists. I'm able to ping websites as well with 0 packet loss. I do have an extra router lying around so I'll install that and see if the same problem still occurs.
Open a command prompt and type:
ipconfig/flushdns
