Could I please be advised of what equipment is needed to share a static IP cable internet connection with at least 3 computers and also be able to connect the computers together as a LAN.

You just need a broadband router, like one of these:

or if you want wireless connectivity look under wireless routers, and that is probably what you want cause you can still connect via a wired connection with those ones also.

I would like to get one so I can set up another PC to fold 24/7 but all of the ones I can find are around $100 or more and I don't have that kind of money just for a router.

It says ADSL but it works with cable too. It's a barebones generic wired router with 4 LAN ports and a WAN port.

I could order from there, but once the $15 for shipping to south island is added it gets a bit more expenisive than a local store that has a "Edimax 8 Port 10/100 Switch" for $40. Does that sound reasonable and is it capable of what I want it to do? If it isn't going to be any good and/or unreliable I will probably look at the Asus you linked to. And I suppose 1000mbps isn't worth it for my plan of just using it to keep the backup on my laptop updated and make Lan's easier.

NO, A 10/100 SWITCH IS NOT CAPABLE, of doing what you want to do. Refer back to my link on neweggs' website. You want a BROADBAND ROUTER with a built in 4 port switch, and you may or may not want one with wireless lan connection built in also. The key word your looking for in your product search is ROUTER. You can get get a good one for 60 to 70 dollars and sometimes with a mail in rebate. Best Buy has em usually on sale and with mail in rebate. Linksys is the brand I recommend.

Looks like its the Asus glc linked to. So for that I just connect the cable modem to the WAN port, connect the computers to the LAN ports, then set the computers to DCHP? Go into the routers config page, set my internet settings and then it should be all systems are go? And just to make sure, that would allow me to set up a LAN between connected computers?

That's about it except that you also want to make sure you configure your router to use dhcp as well but that is usually the default anyway. Then all three computers should have internet access. You then set up the local network for file sharing between the three computers using the OS configuration tools on each box.
He has a static IP - so he has to set his router to use static IP on the WAN, not DHCP.

I think we're talking about two different things. I was referring to setting up his router to act as a DHCP server for his local network which is generally configured that way by default. You are right re the incoming WAN connection. There he should set up the router to use the statically assigned IP given him by his ISP.
Not trying to nitpick - but I believe you said "use" instead of "provide". That's what I keyed on.
