I have a Dell inspiron 9100 it has a
pentium 4 prescott 3.0 ghz according to cpuz its a socket 478 mPGA 90nm
chipset I865p/PE/G/I848P
is there a dual core chip i can buy and use with this laptop?

Your probably at the top of the pile with the 3.0 Prescott. There are some higher speed Prescotts for desktops. Probably would only find them on the secondary, used market at hi prices.

That Prescott in a laptop is probably already roasting, a higher frequency is only going to cause heat issues.

Socket 478 was discontinued a few years ago in favor of the LGA775 socket. On the mobile market, it looks like Intel started using a new socket, Socket P. In addition, laptops aren't meant to be very upgradable - you can up the memory fairly easily and probably replace the hard drive with some effort, but graphics card and processors cannot be normally upgrade.
My suggestion is to look at adding memory. That is the most economical method of speeding up your computer, and in most instances, it's very simple.
