for operating system? As in to boot into the computer and fully utilize it without a hard drive.

I've used a usb flash drive (thumb drive) with linux mint on it for a while when I was messing with my laptop. It worked ok.
Seems a lot faster and just better overall with the os installed.

So you can use an USB drive to install an operating system.

Yes you can, I have been running Ubuntu 64 on a Kingston Data Traveler for over a year now. Works flawless. I only use it for internet surfing, spread sheets, word processing and I watch DVDs with it using VLC media player.
I have my thumb drive encrypted, it is a cool way to make sure your work or internet surfing remains private.
It is noticeably slower than a hard drive though.
