Video card for old computer

I have an old 700mhz celeron computer I use just for surfing the internet. Videos really seem to bog it down, so I was thinking about buying a cheap video card to see it I could boost the speed a little when watching online videos. The only slots it has are PCI. Do you think this would help? Any suggestions? How much memory on the video card would suffice for what I want to do? Thanks.
