One quick question about video card

If a video card is faulty, would it still display the POST messages and Windows logo perfectly fine but not anything else?

If it displayed both of those, I would first assume the problem to be something else.

Could be the video drivers if it won't display anything else. Can you get safe mode?

I tried doing a repair reinstall, the video worked perfectly fine during the whole set up, but afterward all I get is a black screen.
