I'd like to get some help on how to copy some old reel-to-teel tapes to audio files so I could burn them on CD. Can someone offer assistance? Thanks a lot!
Get a dual RCA cable and a dual RCA to 1/8" stereo phone plug adapter. Connect it from the outputs of your tape deck to the line input on your sound card or motherboard. Download Audacity (free) (http://audacity.sourceforge.net/) and use it to record.

i was considering similar project but was advised to buy a preamplifier as well or use a sound card with built in preamplifier

If you are recording from a cassette tape then you can bypass the preamp.
If you are recording from a standard vinyl record deck (with no built in pre-amp) then you will need to use a separate pre-amp.
Another piece of software that can be used is call AudioGrabber. It is also free to download and does a pretty good job.

The second one is pretty cool, as it records the vinyls right from the dock and into an iPod. However, the price is a little high if you already have a turn table.
