Improving audio file?

Okay, here is my problem. I have some songs that I got from video clips off the internet. The sound isn't the greatest and im looking for anyway possible to get rid of the "static" and just make the audio clearer. Is there a way to do this? Is there some kind of program that will "clean" the audio file to make it sound better and get better quality? Fell free to list software that is free or priced or any other method. Thanks a lot. I really appreciate you guys helping other people.

I usually use goldwave.

You can *try* the noise reduction filter, but most times you just get digital garbage/compression noise instead.

For the quick and dirty method, you can chop out the upper and lower ranges with lowpass and highpass.

For audio that primarily only contains voice, I usually drop everything under 150hz and everything above 4800hz (you can fiddle with these values to fit what works for your particular audio file). Yes, you're losing the audio in that range, but by eliminating the background static/noise in those areas of the sound spectrum, you can usually hear the stuff in the middle area of the spectrum better.
