are graphics chipset similar or the same thing as graphics card?

Close, but no. Chipset is a bit of an ambiguous term, but it often refers to the actual physical processing chip that's on the graphics card. It's sometimes also referred to as the GPU (Graphics Processing Unit). The graphics card is the on-board representation of the chip/GPU.

So a person still needs to get a graphics card?

Some motherboards come with onboard video (but not all). As long as you're not doing 3D gaming, an onboard video chipset is fine.

If you are doing 3D gaming, and maybe video editing, or need some advanced features onboard video hardware doesn't give you, then you will need a seperate video card.
