For some reason I can't get the onboard video to disable. Everywhere I look on the net, it says I need to disable the driver, but I can't seem to find it under device manager. I even went into bios and told it I want to use the PCI-E for video, but it still uses the onboard and doesn't recognize the pci-e card. Any suggestion??

Check your video card for an auxiliary power socket. If it has one, it must be connected. There are no bios settings that need to be changed except to enable PCI-E video, which you have done. The card should work whether the onboard video is enabled or not, and there isn't a way in hardware to disable it.

Yes, I have the 6pin power cord connected.
A little background: a month ago I believe my old psu fried my cpu...I only got the build up and running hours ago after installing a new cpu. Is it possible the psu also screwed up the video card?
