Jpeg vs pdf

I have a book that I want to distribute to a large family on discs. The family uses all sorts of computers.

To help ensure that everyone can read it on any computer I was told to record it on PDF.

What would be the problem if I recorded it on JPEG?

The filesizes would be unmanageable, and how would they go from page to page? Use a PDF printer such as CutePDF.
