After I play a game, this happens. Restarting fixes it. But, why does it do it?

I would start by uninstalling and reinstalling the video drivers - use the latest release drivers from ATI.

Does it do it for all games, or just one?

the only thing i play is crash bandicoot on a ps1 emulator.
