I have Windows 98. My Question is, my windows folders are set up view is as web page. When I single click a jpeg file I don't get a little preview of what the image looks like. Like I have seen on other computers to view jpegs. Why Can't my computer do this? Plz help.

I use to have the same problem. It has to do with the regsvr32.exe/ishdocvw.dll command line (also thumbs.dll). I got tired of losing the thumbs feature and years ago installed ACDsee. It's a great viewer with thumbs and is far faster than using I.E. It also includes a very comprehensive enhancement suite. You can download a trial for free (mine has always run without disabling after the trial ends).
