Safe Mode vs. Normal Mode....need help!

As I stated in my previous post, I have recently installed a new HD and Installed Win98SE. Here's the problem:
Windows will not completely shut down nor will it reboot from normal mode. The monitor just goes dark and I must turn the main power button off then on again.
It WILL reboot and shut down from safe mode.
When formatting and setting the partitions BEFORE installing windows, it would shut down from DOS with the cntrl+alt+delete just fine. Now it won't.

How can I trouble shoot the problem? What do I look for?
