I have an inspiron 4000 laptop for my local swim club. I let the laptop sit for a couple of months with out starting it. Now when I boot up the system, the monitor has nothing but vertical and horizontal lines on the display. I know that it boots up to win 98 as I can use the windows keyboard key to use the start menu to select shutdown and the system will shutdown. I do this blindly based on keystrokes and the system shuts down. Other than that, I cannot make out anything that is on the display?
