You don't need a separate card, the existing port on your motherboard is plenty fast enough at 115,200bps. The modem will only go 53,333bps max.
If you've got clean phone lines, there are a few init strings to try, depending on the speed you're getting now.
How is it connecting now?
What driver version do you have?
Look on the Diamond site for the port speed setting program, lets you increase it to 230,400 (although I fail to see how this port speed can help connect speed).
Is it connecting at V90, or does it drop to Flex?
